I'm sorry can't help you with this one since my Insaniquarium app isn't from steam, I also only have few tools from all that have displayed in here, such as Fishnator 2 Extreme!, Midi to Fishong Converter, and Tune Player, all tools are working fine on my computer and doesn't need steam to open them. Perhaps admin Modder Bleeper able to give you the advice for this problem of yours.
