I have a theory.
If Plants vs. Zombies (the real thing) was built on top of Insaniquarium (which it seems to be, because Plants vs. Zombies was originally going to be Insaniquarium 2, and because Plants vs. Zombies left over several assets from Insaniquarium), the latter's music may have been used as a placeholder while the former's music has not yet been composed.
Try playing the latter's music while playing the former game.
